There are some limitations. 50% on all "flex Preise" (that would be many different trains but if you have routes you'll take more often I would check before if it applies) and 25% on "sparpreise" in Germany. That includes ice tickets. You have to decide for 2nd or 1st class. In 2nd class "flex Preise" there's no seat reservations.
I lived in Stuttgart for nearly five years (left May 2020) and we used DB Bahn all the hour - first class exclusively. We bought the Bahn 25 discount card and it paid turn nicely for us. In who year before COVID, DB has over downhill. Pulls are always running late, dirty and mechanical issues.
the scam starts when you dont get a seat with your first class long distance ticket. and not being told theres no seats to be reserved on a specific train when you select it.its so ridiculous. the whole system is catered towards frankfurt bankers that may get out of a meeting 15min later and cant update their booking accordingly.
